  Over the past two decades, ICF has executed against a steady, consistent strategy to:

                   (1) To grow its expertise and maintain a high record of excellence in its work;

                   (2) Bring a wider range of capabilities to clients; and

                   (3) Expand the types of clients and markets it serves.

In doing so, ICF has quietly become one of the most dynamic and unique success stories in the industry. While smaller in size relative to some of the big names in the services industry, ICF is growing faster than most in its peer group:

• As it celebrates its 50th anniversary in 2019, the company has  doubled its revenue every five years for the last 20 years. 
• ICF has grown from $100 million in revenue and 550 employees in 1999 to $1.5 billion (forecasted) and 7,000 employees in 2019.
• The company’s stock performance has exceeded all of its public peers from its 2006 IPO to 2018.  ICF’s average annual shareholder return during that time is 14.3 percent, compared to the NASDAQ company average at 9.2 percent, CACI at 8.0%, Leidos at 6.0%, Mantech at 5.5%. 

While its roots are in the government services space, ICF has progressively expanded and diversified its portfolio. Today the company counts approximately 40 percent of its revenue from commercial and private sector clients, a percentage that continues to increase. Its international and state and local businesses are among its fastest growing. Essentially, ICF has done something many of its peers aspire to but few have achieved: evolve from a government consultancy into a fully diversified, global services firm. In doing so ICF has achieved stable, consistent growth and is less reliant on federal contracting dollars.

• Diversifying into commercial  and private sector markets (energy, aviation, health care, marketing and communications services).
• Expanding  into state and local markets (environment, infrastructure, climate, disaster recovery and resilience planning).
• Expanding outside the U.S. (UK/Europe, Africa, India, Asia, public and private sector)

In addition to its compelling set of offerings, ICF’s strong culture and values orientation also set it apart. ICF is often described as a “for-profit company with a non-profit soul.” With a disproportionate amount of its work directly focused on producing major improvements in areas such as health, education, energy and community development, ICF enjoys the ability to attract strong talent and maintain above-average employee turnover rates (13+ years among senior staff). More than 55% of the company’s leaders are female, and the company currently has equal pay across genders. ICF was also the first professional services firm to go carbon neutral in 2006, and the company continues to champion environmental sustainability and volunteerism as part of its corporate responsibility efforts. 

ICF is on track to become a $6 billion business in the next decade without changing its fundamental strategy. Today, the company is well-positioned for continued growth in four key areas, and is accelerating the strategy by driving initiatives focused on leveraging creativity, innovation and technology as an integral element of its client experience:

• U.S. federal: The company’s federal work has continued to grow despite slowdowns (and shutdowns) in federal spending. Federal needs for policy advisory work, advanced analytics, cyber services, IT modernization, and digital communications will grow, particularly with the latest federal budget deal that expands federal spending by $49 billion in fiscal 2020. 
• Increased  scale in marketing and engagement services. ICF’s agency arm, called ICF Next, is a $350M annual agency  powerhouse that stretches from PR to technology to advertising and brand strategy to loyalty and rewards. The company’s agency group counts  Skittles, Miller Coors, Wyndham Hotels and Belize among its clients. Its offerings provide a strong platform of increasingly integrated services for clients who are investing more in digital marketing.
• Deep expertise in energy. The energy efficiency business, where ICF manages programs for many of the  largest utilities in the U.S., has good momentum, and the company is pursuing over $500 million of current opportunities. ICF is also well positioned to help utilities bridge to a future of renewable and distributed energy resources. 

Industry-leading experience in disaster management. ICF has helped state and local communities recover from some of the most devastating storms in history: Katrina, Maria, Irma, Harvey, Sandy. With more storms forecasted every year, ICF’s expertise and position as one of the only companies to have successfully managed large-scale recovery projects will ensure it will remain a critical partner to federal authorities and local communities.
